It depends on your own ability and the lost sector. 99% of the time though, Legend will be less hassle and work out better in the long run. RNG. Even at 50% that means that you get a coin flip every time you run it for the exotic. An yes mathematically it can be so that you don't get an exotic in 7 or 700 runs. That is probability an how it works. Now a Lost Sector is less than a 50% but people don't understand that IT DOESNT STACK so doing more doesn't increase your chances.
